Position Overview

The Division of Family & Community Services is seeking to hire an energetic and detail-oriented administrator to oversee the operations of the Winnebago County Family and Community Resource Center. The position supervises and administers the activities of professional and non-professional staff providing casework services to applicants seeking public assistance or referrals. The Division helps Illinois residents by connecting them with many programs and services. Through our programs, services and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois.

Job Responsibilities

30% 1. Serves as Administrator of a Family & Community Resource Center (FCRC) in the Division of Family & Community Services (FCS), Department of Human Services (DHS). Plans, organizes, directs, reviews and evaluates the investigation and determination of eligibility of applicants and recipients of a full range of public assistance services including, Temporary Assistance to Needy Families (TANF) or Cash Assistance, Supplemental Nutrition Assistance Program (SNAP) and medical assistance programs including, Family Health Plan, (FHP), Affordable Care Act (ACA), and Medicaid Presumptive Eligibility (MPE), Aid to Aged, Blind or Disabled (AABD) Medical.

20% 2. Serves as full-line supervisor.

20% 3. Reviews and evaluates reports of casework activities including error reports, audit findings and quality assurance reviews.

15% 4. Interprets, explains and implements new policies and procedures or changes in existing policies and procedures.

10% 5. Travels to establish and maintain effective public relations with employers and other interested parties in the local area served.

5% 6. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four years college with course work in a social or human services field.
  2. Requires three years progressively responsible administrative experience in a health or human services organization.

Preferred Qualifications (in priority order)

  1. Three (3) years professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off.
  2. Three (3) years professional experience interpreting and implementing policies, procedures and goals of public assistance services such as cash, food and medical assistance programs.
  3. Three (3) years professional experience in a public assistance eligibility system such as Integrated Eligibility Systems (IES).
  4. Working knowledge of current social welfare and economic problems of community and individual health, educational and recreational needs and community and state resources.
  5. Extensive knowledge of social casework methods, techniques and principles gained through human services related college education or professional experience as a caseworker.
  6. Two (2) years professional casework experience in a social service agency.
  7. Two (2) years professional experience providing technical training and assistance to staff to ensure the accurate and timely benefits in service delivery.
  8. Three (3) years professional experience communicating with both internal and external stakeholders daily ensuring detailed and critical analysis of work performed.
  9. Two (2) years experience reviewing and suggesting revisions to public assistance program draft policy.
  10. Experience in public speaking to large and small audiences.
  11. Basic proficiency in Microsoft Word.
  12. Basic proficiency in Microsoft Excel.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
