Vocational Rehabilitation Counselor

This is a temporary position and the incumbent is assigned to the Therapeutic and Supported Employment Services (TSES) program of the Mental Health Service Line at the William S. Middleton VA Hospital in Madison, Wisconsin (a complexity level I b facility). The incumbent will be working at the community based outpatient clinic (CBOC) in Rockford IL. The incumbent serves as a Vocational Rehabilitation Counselor within the TSES program line and may provide transportation for Veterans to obtain services within those communities. The Therapeutic and Supported Employment Services program provides specialized treatment programming in the areas of outpatient vocational rehabilitation and transitional employment services. The TSES program includes Compensated Work Therapy (CWT), and Vocational Assistance. These services are provided to veterans with addictive disorders significant mental health difficulties, vocational compromising physical difficulties and/or homelessness. This position does not have health, life or retirement benefits. Duties include, but are not limited to:
Provides a wide range of rehabilitation and personal adjustment counseling and case management services, including coordination of rehabilitation training, and employment services to veterans with disabilities. The incumbent assess data received from medical, psychological, and vocational evaluations and develops individualized rehabilitation plans. Motivates veterans to pursue rehabilitation service and collaborates with a treatment team and veterans in the selection of rehabilitation objective. Administers selects and interprets a variety of psychometric tests needed to provide information regarding veteran s interest. aptitudes functional capabilities and transferable kills. Supervises patients assigned to transitional employment positions with the medical center and/or community. Assesses the feasibility of employment and vocation rehabilitation services to veteran with disabilities by using knowledge of the veteran s physical and mental abilities acquired through interview, medical reports test results, progress in vocational and rehabilitation treatment, and the job market. Interviews potential TSES clients conducts screening and assessments interprets VHA guidelines and eligibility requirements and completes a psychosocial history and assessment. Provides high quality case management services to clients in the CWT Program. Provides clinical services individual and group treatment and makes appropriate referrals both within the VA and the greater community. Ensures that TSE Program operations documentation and information reporting systems are compliant with the guidelines and procedures of the Department of Veteran Affairs, the Veterans Healthcare Administration (VHA), the Great Lakes Veterans Healthcare System (VI 12) the Madison VA Hospital, the Mental Health Service Line (MHSL) and the MHSL Psychosocial Recovery Division. Ensures that TSES Program operations documentation and information reporting systems are compliant with the standards of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), CARF and other relevant accrediting bodies. Procures and manages transitional work contracts from community industry local, state, and federal agencies. Performs other related duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. A master's degree in rehabilitation counseling, including an internship. OR, A master's degree in counseling psychology or a related field, including at least 30 semester hours of course work in such areas as foundations of rehabilitation counseling, human growth and development, counseling theories and techniques, vocational assessment, career development, job placement, case management, and medical/psycho-social aspects of disability. Total graduate study must have included or been supplemented by a supervised internship. For master's degree programs without a supervised internship/practicum, substitution is allowed for successful professional experience following completion of the master's degree. Experience suitable for substitution must be one full year in direct delivery of vocational rehabilitation services to adults with disabilities in rehabilitation programs, other than those in correctional facilities. The experience or internship/practicum must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs. Must have 1 year of professional vocational rehabilitation counseling experience, equivalent to the next lower grade level (GS-9). NONQUALIFYING
Experience:
Vocational rehabilitation experience obtained prior to completion of the requirements for the master's degree is not qualifying. OR, Education:
Successful completion of 3 full years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree in rehabilitation counseling or counseling psychology. You will be rated on the following Competencies for this position:

Physical Requirements:
The physical demands of the work are generally minor. The work is primarily sedentary with periods light duty including walking for periods of time. There may be stress involved in dealing continually with person in emotional distress and who may be uncooperative and occasionally assaultive. Operation of a government vehicle and the ability to transport Veterans is an essential function of this position:
